When shipping executives traveled to Sacramento on Nov. 4 for a meeting of California Gov. Arnold Schwarzenegger's task force on the movement of goods, they expected a discussion on how to develop the marine transportation system while limiting pollution. Environmentalists had other ideas. They treated the session as a forum on how to halt growth at ports.

Congress Antes $5.3 Billion for Civil Works

House and Senate conferees last week agreed to a record funding level of $5.383 billion for the Corps of Engineers' Civil Works program, exceeding the Administration's recommendation by nearly $1 billion. The House Budget Committee had recommended additional appropriations to cover some Hurricane Katrina-related funding. Congress sent the bill to the White House Nov. 17 for the President's signature.
