Congress Antes $5.3 Billion for Civil Works

House and Senate conferees last week agreed to a record funding level of $5.383 billion for the Corps of Engineers' Civil Works program, exceeding the Administration's recommendation by nearly $1 billion. The House Budget Committee had recommended additional appropriations to cover some Hurricane Katrina-related funding. Congress sent the bill to the White House Nov. 17 for the President's signature.
